db MEETING MINUTES OF THE BOARD OF OFFICERS OF THE SANTA CRUZ COUNTY DART ASSOCIATION (SCCDA)

Date of Meeting: November 3, 2003
Location: Poet & Patriot.
Time of Meeting: 7:08 p.m


A meeting of the Board of Officers of the Santa Cruz County Dart Association (SCCDA) was held on the date and at the time set forth above.


The following Officers were present:
Commissioner Keith Albertson
President Charlie McClain
Treasurer/Secretary Anja VanElgort

A-League Rep Cliff Cormier
B-League Rep Jon Barbieri
Public Relations Not Present

Special Appearances: Bruce Rich, J. Ford and Don Wilson.

OLD BUSINESS:
1. Rules Committee
The League's Rules Committee had their first meeting on October 9th.
Their new title is the "Official Rules and Bylaws Committee".
Charlie McClain(Committee Chair) presented to the board: the committee charter, officer assignments and committee tasks.
The revisions to the rules will be presented as one package to the board of directors when the assignments are completed.
The committee meets every second Thursday of the month at 5:30 p.m. at the Poet and Patriot.
League members are welcomed and encouraged to attend.

2. Bocci's Brigade Written Complaint.
A written warning was sent to Abel(pub owner) of The Avenue World Order.
abel(stat guy) has spoken with Abel concerning the upcoming match with Bocci's Brigade and Abel has assured abel that he will take no adversarial action against the Brigade.
abel has also spoken with Axl(Kent), Captain of the AWO and Axl also assured abel there will be no actions of an unsportsmanlike nature.
Keith and abel have agreed to monitor the match on Tuesday, November 4, 2003 and make sure that both teams are satisfied with the board's actions.

3. Banquet Bids.
Jon B. presented an informal bid by Britannia Arms for the banquet this season. Abel presented an offer letter to send to Charlie O’s to see if they would like to host the banquet.
The board is still undecided as to what procedure to use to award the banquet. The procedure outlined in the rules and bylaws or the procedure used by the boards of the recent past of a bidding war.

4. The Website Password.
abel, as per last meetings request, will distribute the website password to all members of the board through e-mail.

NEW BUSINESS:
1. E-mail Transcriptions.
Jon B. received many complaints from B-league captains for being involved in the October 22nd match issue via email.
There was an extensive amount of transcriptions that circulated primarily between three league members.
All captains and board members were issued those emails as well.

2. October 22nd Match Issue.
On October 22nd, the Privateers and the Sharks played a match where the Privateers had only three players.
When it came time to play the doubles matches the two captains (Bobby Bishop of the Privateers and Frank Bauerle of the Sharks) agreed to allow the Privateers to play with one player(Brian Ridley vs. a two man team from the Sharks).
Neither Captain had a rule book and so they based their decision on a group discussion between the two teams.
Brian played alone in a doubles 501 and a doubles cricket game. Brian won the doubles cricket game while scoring 4 highlights.(3-7h's & a Ro9)
Frank told members of the BullKings about the games and was immediately met with the response, "That's against the rules."
Frank Bauerle called in the stats how he felt they should be upheld and this included giving the Privateers the win for Brian's fabulous game.
abel(stat-guy) posted the originally called in stats.
After posting the stats, abel received phone calls, e-mails and was approached personally with concerns from "A" Leaguers from the other teams about the way the stats should read.
abel(stat-guy) then made efforts to contact the Captains of both teams, spoke with members of the Sharks and received an e-mail from Frank Bauerle and found that they were also in agreement that the rules stated the game should not have been played, but they felt the game should stand because of Brian's excellent play.
abel 'unofficially' spoke with the Commissioner and the "A" League Rep about the game and they agreed that a rule had been broken.
abel(stat-guy) revised the stats.
Although the issue seemed to calm and the Shark's captain agreed to accept the decision, Bruce Rich and Anja continued in their efforts to change the outcome.
At the meeting, it was felt that there were three issues of concern:
1. If, in actuality a rule was broken by the Privateers and the Sharks.
2. To decide if the final result of the Privateers playing the cricket doubles game won by Brian Ridley would count.
3. To decide if abel(stat-guy) altered the stats within the power of his station of if he should have received the official consent of the board first.
Bruce Rich presented to the board his understanding of the rules and how he interprets them. He feels that captains can decide anything they want to.
Bruce, Anja and Frank all felt that the rule which states if two captains are in agreement applied during the Privateers/Sharks match.
During this discussion Cliff, Charlie and Abel voiced their opposition to the interpretation of rules and the ability of captains to ignore explicit rules in the by-laws.
The President, the Statistician and the "A" League Rep were also in agreement that the rules specifically state that a team may not play a doubles game with only one player and there is no provision for 'Captains' to decide to play 'against the rules'.
abel(stat-guy) also supported his decision to reverse the stats as per the job title description in the rules and his need to report the stats accurately and honestly.
abel(stat-guy) also stated that there is nowhere in the rules stating that should the statistician find out about stats called in either incorrectly or through falsehood, he cannot change them to follow the league's guidelines. Since it is a common occurence for stats to be called in incorrectly and he must adjust them accordingly without the board's approval.
J. Ford’s comments at the meeting were:
1. Statistician absolutely cannot change the stats without board approval.
2. League members(including he, himself) have traditionally broken the rules before.
3. Two Captains have the right to decide anything.
A motion was made by Cliff to let the Commissioner (Keith) make a final decision about the match issue.
4 Ayes, 2 Nays.
A motion was made by abel(stat-guy) to have the board convene, at a later date, to amend the rule regarding 3 players during doubles matches and possibly leaving it up to the captains involved to play a doubles game shorthanded.
4 Ayes, 2 Nays.
Commissioner ruling:
A rule was broken by the Privateers and the Sharks.
The rules state that a team playing 'shorthanded' must forfeit a doubles cricket and a doubles 501 game.
There is nowhere in the rules that states captains may conspire to break rules at their leisure or that captains may make any decision concerning league rules or ignoring rules amongst themselves.
Match games won by Brian Ridley for the Privateers during the doubles matches shouldn't count as well as the highlights accrued during those two matches by all players involved.
That abel, though it was within his rights as statistician to report it correctly and the future ruling probably would have backed his decision, he should have waited until an official ruling concerning how to count the games was made before actually changing the stats. He also stated that abel should have made more of an effort to contact the Commissioner concerning this incident.

3. Turkey Shoot.
abel proposed to bring back the blind draw doubles tournament during Thanksgiving week involving both "A" and "B" league players.
Turkeys will be awarded to the top team.
The Shoot will be held at 6:00 p.m. on Tuesday, November 25th at the Poet & Patriot.
